What is the foundation of the legitimacy of the monarchy? Is it the blood lineage or the divine right? In history, many virtuous ancient emperors had vicious grandsons ruining their empires. Yu the Great’s (2123-2025 BC) Xia dynasty was ruined by Jie (1689–1658 BC), while Tang’s (1658–1629 BC) Shang dynasty was ruined by Zhou (1075–1046 BC). Even sage-kings Wen and Wu (1046–1043 BC) had muddleheaded grandsons like You (781–771 BC) and Li (877–841 BC). For anyone who reign without virtues lead to disasters, while anyone who offends God faces punishment. Emperor Showa was proud of his unbroken royal lineage, had no mercy and declare wars. When he lost moral legitimacy, Japan was isolated from the world and was gradually defeated.

 

Therefore, a king should not solely rely on his blood lineage but his virtues. The so-called ‘Rule of Humanity’ in Confucianism is simply the manifestation of commiseration. Nowadays, the United Kingdom and Japan implement the Constitutional Monarchy and democracy well. Although there are political disputes, the king keeps the doctrine of mean and unite the nation with his virtues.

 

150 years ago, King Rama V the Great reformed Thailand. However, the pro-military government goes against the tide and therefore has mistreated the ancient kings. Constitutional monarchy implies that the national sovereignty is the unity of the monarch and the people. Wang Tao said: ‘Only when the monarch and the people share the powers, can the upper and the lower be communicated: the people can express their views and the monarch can grant his kindness.’ Therefore, constitutional reform aims not to overthrow but to defend the monarchy. When the monarchy manifests the sovereignty, he should defend the constitution, transcend from politics, celebrate the national rituals and stay away from power struggles so that he may unify the people. He should do charity works like school, hospital and irrigation projects to help the people. When he manifests his virtues, he becomes a moral example for his people, while his kingdom gains honour and respects worldwide. Therefore the king must be careful whenever he speaks or acts.

In the past, when people defamed King Li, he arrested and killed the defamers. Duke Shao said, ‘silencing the people’s voice is worse than blocking the river channel.’ The king did not listen to Shao and three years latter, he was exiled by his people. Currently, some disloyal ministers declared emergency and suppress protests with water cannon and police violence. Aren’t they trying to silence the people’s voice? The nation is now full of anger. If the fault is not corrected before it is too late, when the dam collapse, the billows of the people shall destroy everything.

 

I heard that king Rama X his majesty has studied law, Princess Ubolratana her highness is a well-known artist, Princess Sirindhorn her highness is a great sinologist while princess Chulabhorn her highness is a remarkable scientist. Since all members of the royal families are learned and wise, I am sure that they know how to make a wise judgement. May them think about the current situation cautiously!

 

皇統安在?在血統耶?在神統耶?先帝九德,而諸王不義者,歷代層出不窮。禹仁桀暴,故夏亡;湯義紂殘,故商亡。雖文武賢能,仍有幽厲昏庸。德不配位,必有災殃;克配上帝,天罰難逃。昭和窮兵黷武,自誇萬世一系,殘暴不仁,列國仇恨,失道寡助,故敗亡矣。

 

故為君者,不可單靠祖蔭,必咸有一德。所謂仁政,不過行不忍人之政矣。今英、日虛君,還政於民,雖黨爭相繼,而王道平平,不偏不倚,以德服人,故民和而不同。

 

泰皇拉瑪五世立憲,至今百載又半,竟倒行逆施,武人專權,豈非愧對先帝?成憲在乎君民共治也。王韜曰:「惟君民共治,上下相通,民隱得以上達,君惠亦得以下逮。」立憲民主,非欲顛覆,旨在護君。君顯主權,則當護憲,超然政事,主事禮儀,不涉鬥爭,方能統百姓。施仁布德,興學、贈醫、農田水利,德範昭昭,則民有楷模,國有威儀,四海咸服。故為君者,必慎言慎行。

 

昔國人謗周厲王,王怒,使監謗者,以告則殺之。邵公諫曰:「防民之口,甚于防川。」王不聽,三年而流亡。今奸臣施以水炮,行緊急法,警暴百姓,舉國民怨沸騰,實為防民之口矣!若不懸崖勒馬,則缺堤之日,恐其怒濤排壑,王制毀於一旦!
